Two Iranian terrorists sneak across the Mexican border into Arizona. Their mission: travel across the United States and dynamite high voltage transmission towers that carry electricity from our nuclear power plants to the grid. But, to travel freely, they need America’s premier identification document—the driver’s license.

Nouri Bahar and Aref Faz, two young Iranian men in the United States quite legally, are ordered to help. Aref, a graduate student at the University of Arizona, is to forge the needed identification and citizenship papers; Nouri is to disguise himself with fake beards, take the tests, and obtain driver licenses for the jihadis. Nouri and Aref are both reluctant participants.

When Nouri arrives in Tucson, he tries to rent a car, but his Iran driver’s license is not valid. He then attempts to obtain an Arizona driver’s license for himself, but runs into ... the Arizona Motor Vehicle Division. The terrorist plot goes downhill from there. Fortunately for us, there are a lot of laughs along the way.
